U.S. Designates Afghanistan Over Detention Concerns, Rubio Demands Release of Americans

The Wrongful Detention Designation placed new diplomatic pressure on Afghanistan after accusations of hostage diplomacy. Marco Rubio announced the move while accusing the Taliban of detaining Americans and foreign nationals. The decision signals rising concern in Washington about the safety of travelers and aid workers.

Rubio said the Taliban continues using coercive tactics by detaining individuals to seek financial or political concessions. He described the practice as unacceptable and demanded immediate changes from the authorities governing Afghanistan. According to the secretary, the policy aims to protect citizens and discourage governments from exploiting detainees.

The Wrongful Detention Designation also included direct calls for the release of Americans currently held in the country. Rubio urged Taliban officials to free detainees immediately and end what he called hostage diplomacy practices. He warned that such actions undermine international norms and create serious risks for civilians.

One of the Americans mentioned by officials is Dennis Coyle, a researcher detained more than a year ago. His family says Taliban intelligence authorities arrested him without formal charges despite his academic work. They insist he was supporting language and cultural research projects when authorities detained him.

Another case involves Mahmoud Habibi, who disappeared after Taliban intelligence officers stopped his vehicle. Officials said the incident occurred in the capital city of Kabul in August 2022. Authorities also detained multiple employees from his telecommunications company during the same operation.

Investigators say Habibi previously served as Afghanistan’s civil aviation director before joining a private consulting firm. According to federal investigators, the Taliban released most detained workers but continues holding Habibi. Officials also say authorities have not revealed his location or current condition.

The Wrongful Detention Designation could eventually lead to travel restrictions for Americans visiting Afghanistan. Government officials are considering limiting the use of United States passports for travel to the country. A similar restriction already applies to travel involving North Korea because of safety concerns.

Meanwhile, the United States also requested information regarding the remains of Paul Overby. Overby disappeared near the Afghanistan–Pakistan border more than a decade ago during a research trip. Officials continue urging Taliban authorities to cooperate with investigations related to his disappearance.

Taliban representatives responded by describing the American decision as regrettable and unnecessary. However, they said officials remain willing to address the issue through diplomatic dialogue. The group insisted that discussions could help resolve disagreements surrounding the detention cases.

The Taliban regained control of Afghanistan after the United States completed its military withdrawal in 2021. Since then, tensions between Washington and Taliban authorities have remained high over security and human rights concerns.

American officials say the Wrongful Detention Designation aims to pressure governments to stop using detainees as bargaining tools. They argue the policy sends a clear warning that the United States will respond firmly to hostage diplomacy.
