ODNI 2.0 Launches Overhaul to Cut Costs and Rebuild Trust in Intelligence Community

ODNI 2.0 launches overhaul as Director of National Intelligence Tulsi Gabbard announced sweeping reforms on Wednesday. The Office of the Director of National Intelligence (ODNI) will cut over 40% of its operations by year’s end. Gabbard described the changes as “long-overdue.” She stressed the need to eliminate bloat and remove politicized intelligence operations.

According to Gabbard, the intelligence community has suffered from leaks, abuse of power, and political interference. She believes these changes will help restore public trust. Moreover, she emphasized that ODNI must now focus only on its core mission. That mission is delivering objective, timely intelligence to U.S. leaders.

Additionally, the reforms will save taxpayers over $700 million annually. These savings will come from cutting redundant positions and merging operations. ODNI 2.0 launches overhaul under the leadership of President Donald Trump. Gabbard praised the new approach as grounded in the Constitution and national security excellence.

As part of the restructuring, Gabbard is closing the Reston Campus. The National Intelligence Council will relocate to the main ODNI facility. Officials said this move will increase efficiency and improve oversight. Meanwhile, Gabbard has ended all non-merit-based hiring in the intelligence community. She stated that only qualified professionals should hold these critical positions.

Furthermore, she will lead reforms to optimize the workforce and reduce contracting delays. Her office will streamline how tech companies work with the intelligence community. Gabbard will also focus on removing bias and speeding up information sharing. She aims to break down barriers between agencies to improve analytic performance.

The National Counterterrorism Center will now enhance cooperation with law enforcement. This change is expected to secure both U.S. borders and communities more effectively. At the same time, the National Counterintelligence and Security Center will pursue clearance reform. It will also increase oversight of leak investigations and deter espionage threats.
