Rep. Marjorie Taylor Greene has proposed a new law to criminalize gender transition procedures for minors. The bill, introduced in May 2025, has sparked national debate.
Named the “Protect Children’s Innocence Act of 2025,” the bill targets puberty blockers, hormone treatments, and surgeries on minors. Greene described these procedures as harmful and irreversible.
She stated, “This bill stops child mutilation and holds those responsible accountable.” She accused medical institutions of targeting vulnerable children.
The bill covers any procedures connected to interstate commerce, U.S. territories, or maritime zones. Violators could face up to 10 years in prison, a fine, or both.
It defines chemical castration as the use of puberty blockers or large hormone doses. Exceptions apply only if needed for physical—not mental—health conditions.
The House Judiciary Committee plans to begin markup this week. Greene’s bill already has support from dozens of House Republicans.
The debate over gender transition procedures for minors follows an executive order issued earlier this year by President Donald Trump. That order bans all federal support for gender transition services involving children.
Trump declared that the United States will not fund or promote the transition of a child from one sex to another.
Supporters of Greene’s proposal say it protects children from harmful procedures. They argue that kids cannot make irreversible medical decisions at a young age.
Opponents argue that the bill targets transgender youth and threatens access to essential healthcare. Civil rights groups warn it could criminalize doctors and interfere with family medical choices.
Even so, Greene and her allies insist their goal is to preserve what they call children’s innocence. They say federal policy must prioritize protection over ideology.
The fight over gender transition procedures for minors is likely to remain a hot-button issue through 2025.
