Green Victory gives Hawaii Gov. Josh Green a clear path toward another term after he defeated three Democratic challengers. The incumbent entered Saturday’s Democratic primary with substantial financial advantages and strong approval numbers across the state.
Green first won the governorship in 2022 and now appears positioned for another general election campaign. His primary opponents included David “Duke” Bourgoin, George “Teva” Lucas-Tadeo and Lauren Kapoliahiʻiaka Shim.
None of the three challengers had established a significant political profile before the contest. Furthermore, campaign fundraising figures showed an enormous financial gap between Green and his Democratic opponents.
Bourgoin had previously challenged Green for governor in 2022 but received only a small share. He also unsuccessfully sought the Honolulu mayor’s office during the 2022 and 2024 election cycles.
Lucas-Tadeo entered the primary as a Democratic socialist and promoted several progressive policy proposals. His campaign highlighted ideas including publicly operated grocery stores and marijuana legalization through social media posts.
However, neither Lucas-Tadeo nor Shim maintained campaign websites during the primary campaign. Financial reports also showed that none of Green’s three challengers had raised money by June 30.
Green, meanwhile, had accumulated approximately $3.5 million for his campaign before the primary. That fundraising advantage significantly exceeded Republican Gary Cordery’s reported total of roughly $313,000.
The financial disparity reflected Green’s strong position within Hawaii’s Democratic Party. Moreover, the state has not elected a Republican governor since Linda Lingle left office in 2010.
Hawaii’s Democratic primary often attracts more recognizable candidates during competitive election cycles. For example, Green faced former congressional candidate Kai Kahele and former first lady Vicky Cayetano during the 2022 election.
Political observers therefore viewed this year’s contest as unusually quiet for a sitting Democratic governor. Green’s approval rating stood around 56% before the primary, further reinforcing his strong political position.
His administration also benefited from public attention surrounding its response to several major disasters. Green highlighted his government’s handling of the devastating 2023 Lahaina wildfire and severe flooding during March.
The Lahaina wildfire killed 102 people and created one of Hawaii’s most significant recent humanitarian crises. Meanwhile, the Kona low storms caused more than $1 billion in damage across affected areas.
Green argued that his administration responded quickly and maintained a visible presence during both emergencies. He also said residents and political leaders had expressed appreciation for the government’s response.
As a result, Green faced little internal Democratic resistance during the primary campaign. His victory now allows him to shift attention toward the November general election.
Green Victory also places him in a favorable position because Hawaii remains one of the country’s strongest Democratic states. The Cook Political Report currently gives Democrats a significant advantage in the gubernatorial contest.
Republican nominee Gary Cordery will therefore face a difficult challenge when the general election campaign intensifies. Cordery enters the contest with considerably fewer financial resources than the incumbent governor.
Nevertheless, the November election will give Hawaii voters a direct choice between the Democratic incumbent and Republican challenger. Green will likely emphasize his administration’s record, disaster response and governing experience.
Cordery will need to build broader support while attempting to capitalize on any concerns surrounding Green’s record. However, Hawaii’s longstanding Democratic preference creates a substantial obstacle for Republican candidates statewide.
For now, Green can focus on defending his record without navigating another competitive Democratic primary. The result also strengthens his position heading into the general election campaign.
Green Victory ultimately reflects the incumbent’s strong standing within Hawaii’s Democratic electorate. Unless circumstances change significantly, Green enters November as the clear favorite to retain the governorship.
