A Philadelphia Child Welfare investigation began after authorities found two young children living in an unsafe home during the execution of a federal search warrant on July 7.
Federal authorities entered the Philadelphia residence to carry out the warrant. During the operation, officers discovered a 5-year-old child and an 8-month-old infant inside the property. Officials described the home as unsafe and uninhabitable because of the conditions they encountered.
Authorities found the children living in what investigators described as squalid conditions. They also discovered numerous live animals and several deceased animals inside the residence. Officials immediately removed the children from the home and transported them to a nearby hospital for medical evaluation.
The Philadelphia Police Department assigned its Special Victims Unit to investigate the children’s welfare. The inquiry remains ongoing as investigators continue reviewing the circumstances surrounding the case.
During the several-hour operation, the Pennsylvania SPCA’s law enforcement team removed 38 cats and one dog from the property. Authorities also located multiple deceased animals inside the home. Officials did not immediately release additional details about the animals or the circumstances surrounding their deaths.
Investigators wearing protective hazmat suits examined the residence throughout the search. After completing their initial work, authorities boarded up the home because officials determined it was not safe for occupancy.
Several local agencies also responded to the scene. The Philadelphia Department of Licenses and Inspections assisted during the investigation. Philadelphia Gas Works also responded and shut off gas service to the property.
A nearby resident told authorities that the home had produced a strong and unpleasant odor before officials arrived. The reported conditions inside the residence reflected concerns raised by neighbors about the property.
Authorities later took the parents of both children into custody. Officials charged them with child endangerment in connection with the case. Authorities have not released additional information regarding the charges or any future court proceedings.
